Latvian Authority Fines Burde for Speed Camera Software Licenses Excessive Pricing

Riga, February 4, 2026 — The Latvian authority has fined SIA Burde B.V. EUR 24,199.25 (approximately $28,531) for excessive pricing of software licenses required for the operation of speed cameras purchased by the state-owned Road Traffic Safety Directorate (CSDD).

KP said it found that Burde applied excessive pricing between September 1, 2022, and July 29, 2023, for licenses needed to operate Gatso RT4 speed cameras, thereby abusing its dominant position. The authority adopted its decision on January 22, 2026.

According to KP, Burde was the sole supplier capable of providing the relevant software licenses in Latvia, holding exclusive distribution rights for the Gatso RT4 licenses during the infringement period. As a result, the company occupied a dominant position in the market for the distribution of these licenses in Latvia.

The authority found that Burde significantly increased license prices within a short period of time, from EUR 75 per month in August 2022 to EUR 125 in September 2022 and further to EUR 270 by January 2023 — an overall increase of 260% within six months. KP concluded that the price increases could not be justified by inflation, higher costs charged by the manufacturer Sensys Gatso Netherlands B.V., innovation, or other objective factors.

KP determined that Burde set markups far exceeding economically justified levels. A comparison between the manufacturer’s license price and the prices offered to CSDD showed that Burde’s markup was approximately twenty times the manufacturer’s price in autumn 2022 and increased further in 2023, reaching between thirty and nearly forty times the original price.

The authority also noted that Burde’s role in the supply chain created limited additional economic value, as its activities primarily involved administrative intermediary services. KP concluded that the license prices should therefore not have significantly exceeded the manufacturer’s price, which already reflected research, development, and intellectual property costs.

KP emphasized that in other EU member states, speed camera supply and operation are typically procured as a single service, without separate recurring license payments. It warned that fragmented procurement structures can expose public buyers to dependency on a single supplier with the ability to raise prices significantly over time.
