Ukrainian Authority Issues Nine Decisions Imposing $2.3 Million in Bid-Rigging Fines

Kyiv, December 24, 2025 — Ukraine’s Antimonopoly Committee said temporary administrative panels adopted nine decisions finding coordinated conduct that distorted the results of tenders, auctions and other competitive procedures, imposing total fines of UAH 99.4 million (approximately $2.35 million).

Key Findings

The committee said the decisions relate to anti-competitive coordinated actions involving bid rigging that distorted outcomes in procurement processes. The rulings cite violations under Ukraine’s competition law framework covering concerted practices and related infringement provisions.

Decisions and Penalties

Among the cases highlighted by the committee:

  • Diesel generator procurement (2022) tied to Lviv municipal entities: the committee fined Fresh Trade Company LLC and an individual entrepreneur a combined UAH 4,249,261. The expected total procurement value was UAH 35,538,000.
  • Uniform procurement (2024) by Ukrgasvydobuvannia: Spetstorg Trade LLC, Textile Group Company LLC, and Best-Tekst LLC were fined a combined UAH 25,751,004 over tenders with an expected value of UAH 28,625,991.
  • Non-residential premises e-auction (Lutsk): VDK Company LLC and KUA Investment Group Globus LLC were fined a combined UAH 3,775,184.
  • Electricity procurement (2021–2022): Energy-Prostir LLC and Energy Solutions LLC were fined a combined UAH 14,783,000.
  • Meter procurement (2021) by Chernivtsioblenergo: Romants Logistics LLC and Albat LLC were fined a combined UAH 13,927,657.
  • Electricity procurement (2023) involving Vyshnivskvodokanal and Ukraine’s State Protection Department: Torgova Elektrychna Kompaniia LLC and Tvii Enerhopostachalnyk LLC were fined a combined UAH 16,629,792.
  • Rehabilitation systems tenders (2023): Promed Technologies LLC and Kinnet Group LLC were fined a combined UAH 9,274,314, linked to tenders with an expected value of UAH 21,880,000.
  • Reconstruction procurement (2022) for a regional clinical hospital in Zhytomyr region: Perspektyva “Misto Bud” LLC and Budivelnyi Alians Montazhproekt LLC were fined a combined UAH 453,332 in a process with an expected value of UAH 515,638,848.
  • Medical facility capital repairs (Kyiv, 2020): Absoliut-Klimat LLC and Inzhyniryngbud LTD were fined a combined UAH 10,614,362.

The committee also pointed to Ukraine’s public procurement law, under which a finding of this type can serve as grounds to refuse participation in procurement procedures for the next three years.
