Kyiv, December 26, 2025 — The Ukrainian authority has imposed UAH 37.1 million (approximately $880,443) in fines after finding multiple companies liable for coordinated conduct that distorted the outcome of public tenders, following four decisions adopted on December 23.
The decisions were taken by the Temporary Administrative Board of the Antimonopoly Committee of Ukraine, which found violations involving bid coordination in gas infrastructure, energy equipment, construction, and medical device procurements.
Gas Odorization Equipment
In the first case, the authority found that Industrial Group “Spetstekhnologia” LLC and Olsem LLC colluded during two tenders for the procurement of automatic gas odorization systems conducted by Gas Transmission System Operator of Ukraine LLC.
The investigation showed that the companies were aware of each other’s participation, exchanged information and coordinated their bidding conditions, eliminating rivalry. The firms were fined a total of UAH 8,944,573.
Drilling Equipment Supplies
In a second decision, the authority ruled that NVP Komplekt-Liga LLC and Torgindustria LLC coordinated their behavior in tenders for drilling pipes and orienting subs held by Ukrgasvydobuvannya.
The authority found evidence of joint and coordinated conduct during bid preparation and participation. The companies were fined UAH 9,372,619.
Construction Works in Kyiv
The Board also found that Torbud-3 LLC and Kyivske Upravlinnia Mekhanizatsii LLC colluded in a 2024 tender for the construction of a dual-use facility with radiation shelter functions, organized by the Obolon District Education Department of the Kyiv City State Administration.
The companies were fined a combined UAH 8,146,639.
Medical Equipment Procurement
In the fourth case, the authority concluded that Delta Med LLC and Zimmer Medizin System Ukraine LLC colluded during a 2023 tender for an extracorporeal shock wave lithotripsy device conducted by the Poltava Regional Clinical Hospital.
The companies were fined a total of UAH 10,682,419.
