Kazakh Authority, Digital Ministry Set Out Measures to Improve E-Document Market

Astana, December 9, 2025 — The Kazakh authority and the Ministry of Artificial Intelligence and Digital Development have completed their review of services in the electronic document-flow market and endorsed a joint plan aimed at improving market functioning and supporting domestic digital solutions.

Market Measures

The agreement sets out a series of steps designed to improve interoperability and increase choice for users of e-document services. Key measures include:

  • Developing principles for interaction between document-flow systems
  • Introducing technology standards that allow users to switch providers
  • Allowing private organisations to access the state e-government document-flow gateway
  • Embedding requirements in law to ensure state ownership of digital data and technology transparency

According to the authority, these measures are intended to support fair market conditions, raise efficiency in digital services, and create the foundations for innovation across Kazakhstan’s IT sector.

Officials stressed that e-document systems form a critical part of the country’s national digital infrastructure. Expanding domestic capabilities is viewed as essential for strengthening digital sovereignty, safeguarding key public-administration processes, and improving interaction between the state, businesses, and citizens.

The authority said continued cooperation between government agencies and market participants would help reinforce trust and ensure stable development of the digital sector.
