Philippine Authority Deputizes NBI for Dawn Raid in Flood Control Bid-Rigging Probe

Quezon City, December 3, 2025 — The Philippine authority carried out a dawn raid with the National Bureau of Investigation as part of its probe into alleged bid-rigging in government flood control projects, executing a court-authorized inspection order at premises linked to Sunwest Inc., Eco Leisure and Hospitality Holding Company, and Zaldy Co.

Investigation Steps

The inspection in Bonifacio Global City, Taguig, sought documentary and electronic records that the authority reasonably believes are connected to suspected collusive conduct in the procurement of flood control works. The court order was issued under the Supreme Court’s Rule on Administrative Search and Inspection, which governs inspections under the Philippine Competition Act.

Dawn raids are standard investigative tools in cartel and bid-rigging cases worldwide, designed to secure contemporaneous evidence before it can be removed or altered.

The authority emphasized that all measures followed legal safeguards and due process, noting its cooperation with wider government efforts to ensure accountability in public procurement of flood control projects.
