Rome, November 21, 2025 — The Italian Competition Authority has closed its July 2024 investigation into Google after securing binding commitments that will ensure users provide informed and freely given consent before their personal data can be combined or cross-used across Google’s suite of services.
Under the agreed changes, Google will revise its consent request to provide users clearer, more detailed information on what granting consent entails — including how personal data may be linked across Google products, from core services to AI offerings such as Gemini.
The Authority said the new disclosures must more accurately explain both the scope of services involved and the volume of data that may be processed when users opt in.
Google will also be required to clarify how users can tailor or limit their consent by selecting specific services, and to make clear that if users choose not to link services, the vast majority of functionalities will remain available without restriction.
In addition, the company will issue a personalised notice to all Italian users who had already set a preference before the updated consent request is rolled out, summarising their existing choice and drawing attention to the new information provided.
The Authority closed the case with commitments, concluding that the revised consent flow will ensure greater transparency and more meaningful user control over data combination across Google services.
