Saudi Authority, Housing Ministry Formalise Cooperation to Strengthen Compliance in Real Estate Sector

Riyadh, November 19, 2025 — The Saudi General Authority for Competition (GAC) has signed a memorandum of understanding with the Ministry of Municipalities and Housing aimed at strengthening competitive conditions in the real estate and municipal sectors, boosting compliance levels among enterprises, and improving transparency in market data.

The agreement, signed on the sidelines of Cityscape Global, establishes a formal cooperation framework between the two bodies to address shared regulatory concerns and enhance information exchange. According to GAC, the MoU will support joint initiatives to analyse market performance, identify risks, and raise the standard of competition policy across key sectors overseen by the ministry.

Under the memorandum, the parties will coordinate on developing linked electronic platforms, conduct periodic market studies, and establish unified indicators for monitoring market competitiveness. The two organisations also agreed to collaborate on analysing violations, sharing data on establishments active in the municipal and housing sectors, and enhancing alignment in decision-making.

A key component of the MoU is improving transparency in real estate and construction-related market data, with the aim of supporting sound policymaking and strengthening investor confidence. The agreement also commits both sides to initiatives that will help raise compliance levels among enterprises active in the municipal and housing markets.

GAC stated that the cooperation will contribute to achieving national policy objectives, including creating a more competitive business environment and ensuring fair opportunities for firms across the sector.
