Brasília, November 17, 2025 — CADE’s Superintendence has signed two new leniency agreements this month, advancing efforts to uncover and investigate anticompetitive conduct in Brazil and abroad.
The agreements coincide with CADE’s publication of its New Antitrust Leniency Guide, released in Portuguese and English, which introduces transparency, predictability, and legal certainty improvements to the negotiation process. According to CADE’s Superintendent-General Alexandre Barreto, “leniency produces concrete results, as it allows authorities to identify cartels, support investigations and strengthen the state’s action against economic-order violations.”
Since 2003, CADE’s Leniency Program has resulted in more than 100 agreements, enabling the detection and punishment of hundreds of cartels across multiple economic sectors.
Cooperation mechanisms
CADE maintains several tools to support investigations into economic-order violations. Individuals, companies, and lawyers can submit complaints — including anonymously — through the agency’s Clique Denúncia channel.
Those involved in unlawful conduct may also seek cooperation through leniency agreements, which offer immunity or reduced sanctions in exchange for relevant information and evidence. Further details are available via Clique-Leniência.
