Tirana, November 5, 2025 — The Albanian authority has signed an institutional partnership agreement with the German Government aimed at strengthening competition-law enforcement as the country advances its EU accession process. The agreement establishes a new cooperation framework between Albania’s Competition Authority and Germany’s Federal Ministry for Economic Affairs and Climate Action.
The signing ceremony, held at the GIZ Albania offices, was opened by German Ambassador Karl Bergner, who reaffirmed Germany’s long-standing support for Albania’s institutional development, particularly for bodies directly linked to EU integration. He underscored the role of fair and open markets in preparing Albania for membership.
Competition Authority Chair Denar Biba described the partnership as a qualitative step forward in modernising enforcement practice, enhancing institutional expertise and reinforcing a culture of competitive markets. He emphasised that cooperation with German institutions brings “invaluable expertise” in antitrust, merger control, judicial cooperation, and EU-standard methodologies.
Under the agreement, the partnership will:
- Strengthen the authority’s capacity to enforce Law No. 9121/2003;
- Align investigative practices and methodologies with the EU acquis;
- Establish a comprehensive institutional-exchange and technical-assistance programme; and
- Support advocacy and institutional communication efforts.
