Serbian Authority Fines Metabo Centre, Israel’s Kapro for RPM

Belgrade, October 6, 2025 — The Serbian authority fined Metabo Centar Kragujevac and Kapro Industries a total of RSD 5.3 million (approximately $52,544) for restricting tool imports and fixing resale prices for Kapro-brand equipment, eliminating rival distributors in Serbia.

Findings

According to the decision, Metabo pressured Kapro to stop foreign distributors from selling Kapro tools into Serbia, and Kapro acted on those requests by instructing suppliers in Poland and Slovakia to halt deliveries. The authority said the companies’ conduct effectively created territorial exclusivity for Metabo and blocked parallel imports, constituting a restrictive agreement under Article 10 of the Competition Law.

Metabo also imposed clauses on its Serbian retailers banning sales below purchase price without written consent, which the Commission classified as resale price maintenance.

The authority imposed fines totalling RSD 5,550,187

  • Metabo Centar Kragujevac: RSD 5,362,665
  • Kapro Industries Ltd: RSD 187,522

Both firms must pay within six months and submit proof of payment to the Commission. They are also prohibited from repeating the infringing behaviour.

Background

The decision follows a dawn raid and extensive email evidence showing coordination between the companies to restrict imports and control retail prices. The authority rejected Kapro’s request to close the case and ruled that the agreements were void ex lege.
