Lithuanian Authority Clarifies Guidance on EV Charging Infrastructure Management

Vilnius, October 31, 2025 — Lithuania’s Competition Council has moved to improve transparency and consistency in the regulation of electric vehicle (EV) charging infrastructure, after local authorities raised concerns about differing interpretations of rules governing the installation of public charging stations.

Following the Council’s request, the Ministry of Transport and Communications issued guidance clarifying when municipalities must approve the installation of publicly accessible charging points. The clarification aims to help local governments expand EV charging networks more efficiently.

Clarified Rules on Public and Private Land

According to the Ministry, no municipal approval is required for charging stations installed on private land or on leased public land connected to an existing electrical network, such as when linked to a shopping centre’s power supply. However, if new electrical connections or infrastructure works are required, municipal coordination remains necessary.

A public tender is required when stations are built on state-owned land managed by municipalities and included in local EV infrastructure development plans for completion by 2030.

Ongoing Oversight and Cooperation

Earlier this year, the Competition Council conducted a market monitoring study of the EV charging sector, recommending steps to strengthen competition and avoid future consumer harm. The Ministry subsequently issued its own guidelines for municipalities on organising tenders for charging infrastructure projects.

The Council said it will continue working with national and local authorities to promote competition and transparency in the fast-growing EV charging sector.
