Philippine Authority, DPWH Sign Pact for Enforcement in Public Works

Quezon City, October 23, 2025 — The Philippine Competition Commission (PCC) and the Department of Public Works and Highways (DPWH) have signed a memorandum of agreement to bolster cooperation in detecting and addressing anti-competitive practices in public works projects.

The agreement, signed by PCC Chairperson Michael Aguinaldo and DPWH Secretary Vivencio Dizon, establishes mechanisms for joint investigations, policy coordination, and case referrals in areas such as bid-rigging and abuse of dominance. It also provides for the creation of joint task forces and access to procurement data for competition monitoring.

Under the Philippine Competition Act, entities found guilty of anti-competitive agreements may face fines of up to ₱275 million for repeated violations.

“This MOA is about nation-building through fair competition,” Aguinaldo said. “It ensures that our roads and bridges are built not just with concrete and steel, but with integrity and trust.”

The PCC said the initiative reinforces its broader strategy of embedding competition safeguards in key sectors through institutional partnerships, supporting efficient public spending and fair market access in infrastructure development.
