Turkey Launches Investigation Into Ready-Mix Concrete Producers

Ankara, October 2, 2025 – Turkey’s Competition Authority has opened a formal investigation into four ready-mix concrete producers operating in Siirt Province over allegations of price-fixing, supply control, and wage collusion, following findings from a preliminary inquiry.

The probe targets Ensar, Uğur, Tarlak Yapı, and Tekyol. The authority suspects that the companies may have coordinated sales prices and restricted output in the ready-mix concrete market. At its meeting on August 28, 2025, the Board examined evidence gathered during a preliminary inquiry and concluded that there were sufficient grounds to proceed with a full investigation.

The Board will conduct further investigation into whether the four companies jointly fixed the sale prices of ready-mix concrete while limiting market supply, thereby undermining competition in the local construction materials sector. Investigators also assess whether the firms coordinated pricing and output in the aggregate market, potentially manipulating the availability and cost of essential building materials.
