Philippine Authority Probes Bid-Rigging in Flood Control Project

Quezon City, October 3, 2025 – The Philippine Competition Commission (PCC) has opened a preliminary inquiry into possible bid-rigging and collusion among contractors in the procurement of a flood control project, following referrals from the Department of Public Works and Highways (DPWH).

The complaint alleged collusion by entities, namely St. Timothy Construction, Wawao Builders, IM Construction Corp., SYMS Construction Trading, and Sunwest, Inc., along with officials and employees from the DPWH Bulacan 1st District Engineering Office and DPWH Regional Office IV-B.

The public works department also provided inspection reports, bid documents, and supporting materials that may aid the PCC’s Competition Enforcement Office (CEO) in assessing whether the procurement process.

According to CEO Director Christian Loren De Los Santos, investigators are currently gathering and analyzing bid submissions, as well as examining communication exchanges among contractors and public officials, to determine if there was coordination or collusion that distorted competition in project bidding.

The referrals follow testimonies presented during recent Congressional hearings on the flood control controversies, which may likewise be used as evidence in the PCC’s investigation.
