Turkey Fines Poultry Producers $89m for Collusion in White Meat Market

Ankara, September 27, 2025 – Turkey’s Competition Authority has concluded a major investigation into practices in the white meat sector, imposing a total of TRY 3.7 billion (approximately $88.9 million) in administrative fines on leading poultry producers for exchanging competitively sensitive information.

The wide-ranging probe, launched through a series of Board decisions in 2024, examined whether key industry players — including Lezita, Banvit, Şenpiliç, Beypiliç, Keskinoğlu, and others — coordinated pricing or shared future pricing information that distorted market competition.

During the course of the investigation, five companies — Beypiliç, Bolez, Keskinoğlu, Lezita, and Şenpiliç — opted to settle with the authority. Each admitted participation in the unlawful exchange of information, qualifying for a 25% fine reduction.

Fines imposed under the settlement totalled TRY 1.03 billion ($31.2 million).

Heavy Sanctions for Remaining Firms

In a final decision, the Competition Board found seven other producers had engaged in similar anticompetitive conduct, imposing ₺2.67 billion ($64.2 million) in additional fines.

Meanwhile, the authority did not find evidence of violation against CP Standart Gıda, which was cleared of wrongdoing.

Beyond financial penalties, the Board also introduced sector-wide behavioral measures under Article 9(1) of the Competition Act to restore and maintain market competition. These include requirements that producers and suppliers apply new sales prices immediately upon announcement to buyers, including resellers. Furthermore, future price announcements are to be discontinued to prevent coordinated signaling and market manipulation.
