Lithuania’s Competition Council Steps Up Oversight of Online Platforms

Vilnius, September 24, 2025 — Lithuania’s Competition Council (CC) is tightening scrutiny of online platforms under the EU’s Platform-to-Business Regulation, educating businesses about their rights when dealing with digital giants.

Since January 2025, the CC has been tasked with monitoring how internet intermediation services and search engines comply with EU requirements. The authority is already conducting planned inspections to evaluate platform conduct and ensure compliance, and retains the power to open formal investigations where necessary.

At a training session for companies that rely on online services — from accommodation booking and gift voucher sales to food delivery and e-commerce — officials explained the rights guaranteed under the EU’s regulation and the obligations imposed on platform operators. The aim, the CC said, is to help business users recognize when platforms may be violating competition law and to encourage them to report abuses.

Officials stressed that the rules are designed to curb imbalances of power between global platforms and the businesses that depend on them. Obligations include greater transparency on ranking, terms of service, and data use, as well as restrictions on unfair practices that could distort competition or disadvantage smaller rivals.

The agency’s experts presented case studies to illustrate how the regulation applies in practice, emphasizing that companies should not hesitate to raise concerns. They also highlighted practical guidelines prepared by the authority to help businesses better understand the legal framework.

A follow-up session for online intermediation providers — including platforms and search engines — will be held on October 15 to clarify their obligations and the consequences of non-compliance.
