ACCC Proposes Authorisation for 1Circle to Facilitate Collective Renewable Energy Buying Groups

Sydney, 27 August 2025 — The Australian Competition and Consumer Commission (ACCC) has issued a draft determination proposing to authorise 1Circle Pty Ltd and the members of up to five planned renewable energy buying groups to collectively negotiate and enter into long-term electricity supply agreements.

The buying groups, to be established progressively between 2025 and 2029, would jointly procure renewable power purchase agreements (PPAs) bundled with an equivalent quantity of Large-Scale Generation Certificates (LGCs). The proposed authorisation would apply for a 15-year period, enabling groups of businesses to secure competitively priced, long-term renewable electricity contracts.

“The proposed arrangements are designed to help businesses pool their demand and improve their bargaining position in renewable energy procurement, which can support greater investment in clean generation,” the ACCC said in its release.

Next Steps

The ACCC is now seeking public submissions on the draft determination. Interested parties have until Wednesday, 10 September 2025 to provide feedback before the regulator issues its final decision.
