Lithuanian Watchdog Warns Online Platforms to Comply with EU Rules for Intermediation Services

11 August 2025 – Lithuania’s Competition Council has issued nearly 40 warning letters to providers of online intermediation services—including e-marketplaces, booking systems, ticketing sites, and other digital platforms—reminding them of their obligations under EU regulations.

The authority said many platforms either fail to publish terms for their business users or do so incompletely and not in line with the rules. Under the regulation, these terms must be simple, clear, easily accessible at all stages of the business relationship, and available without requiring registration or account creation.

The letters highlight common misconceptions, such as believing the rules do not apply if payments occur directly between consumer and business, if conditions are set in standard contracts, or if the platform itself uploads the product or service information. The Council stressed that what matters is the intermediation role—bringing business users and consumers together—regardless of who processes payments or posts content.

Platforms selling only their own goods or services are not covered by the regulation. The authority urged all platforms to carefully assess whether their operations qualify as intermediation services and to avoid misinterpretations. It has also prepared practical guidance and will hold training sessions in September and October for both platform operators and business users.
