Indecopi Harnesses Artificial Intelligence to Accelerate Resolution of Real Estate Complaints

Lima, August 7, 2025 — Peru’s National Institute for the Defense of Competition and Protection of Intellectual Property (Indecopi) announced the implementation of an artificial intelligence (AI) tool aimed at speeding up the preparation of administrative resolutions, starting with complaints in the real estate sector.

The initiative, currently in its pilot phase, focuses on the work of Summary Procedures Resolution Body No. 3 (OPS3), which handles frequent complaints related to delayed property deliveries — a recurring issue that affects many consumers in the country.

The AI-based system is designed to assist legal analysts in drafting initial resolutions for highly repetitive cases. While the tool improves efficiency, final decisions and legal analysis remain in the hands of Indecopi’s professional staff, ensuring human oversight and legal integrity.

Initial results from the pilot show a significant boost in productivity:

  • Time per case dropped from 51.8 minutes to 33.3 minutes,
  • Representing a 36% reduction in time spent per file.

If scaled across all administrative procedures in consumer protection, the AI tool could save an estimated 1,046.7 hours per month — over 12,500 hours annually.

Indecopi emphasized that the tool operates under the institution’s Guidelines for the Ethical Use of Artificial Intelligence, adopted earlier this year under Resolution No. 062-2025-GEG/INDECOPI. These guidelines ensure the use of AI is ethical, transparent, and closely monitored, safeguarding information confidentiality and citizens’ rights.

This development forms part of a broader digital transformation strategy at Indecopi, aimed at leveraging both human and technological resources to deliver faster, more efficient services to the public.
