Lisbon, 22 July 2025 — The Portuguese Competition Authority (AdC) has launched a public consultation into the retail banking sector, seeking input from consumers, businesses, public entities, and industry players on obstacles to competition and customer mobility.
The initiative aims to identify barriers that make it difficult for consumers to compare, contract, or switch banking and financial products. Particular focus is placed on the impact of these frictions on competition and deposit interest rates, which in Portugal remain below the eurozone average—especially among the country’s five largest banks.
“Retail banking is prone to mobility barriers,” the AdC said, noting that limited consumer switching reduces competitive pressure and weakens banks’ incentives to improve returns for depositors.
The consultation also explores potential strategies used by incumbent banks that may hinder market entry or expansion by rivals. Respondents are encouraged to submit their feedback by 24 September 2025.
The findings may inform future policy measures to reduce switching costs and enhance competition in the banking sector.
