Dutch NCA Investigates Brink’s Acquisition of Ziemann’s Dutch Operations

The Netherlands Authority for Consumers and Markets (ACM) has launched an investigation into Brink’s acquisition of the Dutch branch of German cash-in-transit company Ziemann. The ACM is concerned that the deal could harm competition due to Brink’s already dominant position in the Dutch market and the limited number of competitors.

Brink’s, the largest cash-in-transit company in the Netherlands, did not notify ACM about the deal, arguing it fell below mandatory turnover thresholds. However, ACM is using its powers to investigate whether the acquisition violates competition rules, including potential abuse of dominance.

ACM has long raised concerns about limited competition in the cash-in-transit sector, warning that reduced competition could lead to higher prices, lower quality services, and less innovation.

The case highlights ACM’s push for a “call-in power,” which would allow the authority to review smaller acquisitions that could still harm competition, even if they fall below formal notification thresholds.
