Spain Questions Subsidy Methodology for Canary Islands Freight Transport

Spain’s National Commission on Markets and Competition (CNMC) has raised (30 December) concerns about the current methodology used to determine public subsidies for freight transport to and from the Canary Islands. While recognizing the necessity of these subsidies to offset the region’s geographic challenges, the CNMC has called for significant regulatory reforms to improve efficiency and transparency.

Current Subsidy Framework

The Canary Islands benefit from a subsidy system that covers up to 100% of the transport costs for agricultural and industrial goods. These costs are determined annually by the Ministry of Transport, taking into account factors like transport routes, modes (air or sea), and the type of goods being transported.

The 2024 Ministerial Orders, issued on December 10, 2024, set the standard costs for 2023 under this system. However, the CNMC’s analysis of the draft orders revealed persistent issues with the methodology.

Key Concerns

The CNMC has criticized the methodology for:

  1. Relying on Weighted Averages: The costs are based on average operator expenses rather than those of efficiently managed companies, leading to potential inefficiencies.
  2. Inconsistencies in Cost Increases: Significant variations in standard costs—such as over 50% increases on certain routes—highlight discrepancies between routes and goods types.
  3. Lack of Regulatory Basis: The methodology is developed and applied annually by the public company INECO, but the CNMC argues it should be established through a formal regulatory instrument.
  4. Limited Post-Aid Evaluation: The absence of strong measures to assess the effectiveness of these subsidies over time hampers transparency and accountability.

Recommendations

The CNMC has urged the Ministry of Transport to:

  • Base cost calculations on the practices of efficiently managed companies.
  • Address inconsistencies in standard costs to ensure fairness and transparency.
  • Formalize the methodology through regulation for greater clarity and predictability.
  • Implement robust ex-post evaluations to assess the impact and effectiveness of subsidies.
