Brazilian Authority Seeks Consultant to Develop Abuse of Economic Power Guidance

Brasília, February 6, 2026 — The Brazilian competition authority CADE has launched a selection process to hire a technical consultant to support the preparation of its forthcoming Guidance on Abuse of Economic Power, aimed at strengthening enforcement against unilateral conduct and abuse of dominant position.

According to CADE, the initiative seeks to consolidate technical, legal, and economic guidance on unilateral practices, reinforcing the authority’s institutional capacity and contributing to the promotion of a competition culture in Brazil. The guide will serve as a reference for the analysis of abuse of economic power under Brazilian competition law.

The consultancy will focus on producing studies and analytical material on competition and antitrust practices, drawing on Brazilian legislation, case law from CADE’s Tribunal, and national and international references. The work will be carried out in coordination with CADE’s Tribunal and the General Superintendence.

In addition to drafting substantive content, the consultant will be responsible for consolidating contributions received during internal and public consultations related to the guide. The assignment also includes presenting the main findings and conclusions to CADE’s technical staff, with an emphasis on knowledge transfer within the authority.

CADE said the consultancy is open to professionals with a background in law or economics who hold a completed postgraduate degree. Candidates must also demonstrate at least one year of experience in competition law or policy and have proficiency in English.

Interested applicants are required to submit a curriculum vitae and a research project proposal by February 17, 2026. Applications must be sent by email to prodoc@cade.gov.br, with the subject line indicating: “Guia de Abuso de Poder Econômico – [candidate name].”

CADE noted that interviews will be scheduled by its internal team, and only shortlisted candidates will be invited to participate in the interview stage of the selection process.

The authority did not disclose the expected timeline for the completion of the guide but indicated that the consultancy will play a central role in shaping CADE’s future analytical framework for assessing abuse of economic power cases.
