Romanian Authority Fines Three Firms $1.9 Million for Bid-Rigging Road Maintenance Tenders

Bucharest, January 14, 2026 — The Romanian Competition Council has fined three companies a total of RON 8.28 million (approximately $1.9 million) for participating in a bid-rigging scheme linked to road maintenance tenders organised by the National Company for the Administration of Road Infrastructure (CNAIR).

The authority found that Oyl Company Holding AG, Autoprima Serv, and Saga Infrastructură coordinated their bidding behaviour in public procurement procedures run by CNAIR through its Constanța regional directorate. The tenders concerned current and periodic maintenance works on national roads and motorways across the counties of Constanța, Tulcea, Brăila, Călărași and Ialomița.

According to the Competition Council, the companies entered into an anticompetitive agreement to allocate contracts among themselves by ensuring that the firms submitting the highest-value bids would secure the tenders. The conduct restricted competition in the road maintenance works market and distorted the outcome of public procurement procedures.

The fines were imposed as follows: Oyl Company Holding was fined RON 5.91 million, Autoprima Serv was fined RON 2.02 million, and Saga Infrastructură was fined RON 356,972. All three companies acknowledged the infringement and benefited from reduced sanctions.

The investigation was closed without penalties for Asfalt Dobrogea after the authority found insufficient evidence of a competition law breach.

The Competition Council said the decisions are immediately enforceable, with the fines to be collected by the National Agency for Fiscal Administration and transferred to the state budget. A non-confidential version of the decision will be published once confidential information has been removed.
