Spanish Authority Fines Madrid Dentists’ Association for Breaching Commitments

Madrid, January 13, 2026 — The Spanish authority has imposed a €57,680 (approximately $67,170) fine on the Official College of Dentists and Stomatologists of the First Region (COEM) for failing to comply with binding commitments it gave in a case involving potentially anticompetitive advertising campaigns.

The authority said the breach relates to commitments accepted in 2021, when the earlier enforcement file — opened in 2019 following complaints from two dental clinics — was closed through a settlement procedure.

Commitment Breach

According to the authority, COEM failed to remove from its website certain references or links to the advertising campaigns that were the subject of the original investigation. It also failed to submit on time one of the reports required on the operation of its employment platform.

The authority classified the non-compliance as a very serious infringement of Spain’s Competition Act.

Fine Reduced After Admission

COEM acknowledged responsibility and paid the fine in advance, allowing it to benefit from a 40% reduction under Spanish administrative procedure rules.

The authority said the final fine was set at €57,680, reduced from €96,134. The authority said the sanction closes the case.
