UK Government Launches Review of Opt-Out Collective Actions Regime in Competition Law

London, August 6, 2025 — The UK government has issued a call for evidence to review the opt-out collective actions regime in competition law, ten years after its introduction. The regime, which has enabled consumers to seek redress in cases involving alleged anti-competitive conduct, has seen claims totaling tens of billions of pounds since its inception.

The review aims to assess whether the regime continues to meet its original goals: delivering effective consumer redress, deterring anti-competitive behaviour, and maintaining fairness for defendants. The government is seeking input on how to balance these objectives while ensuring the system supports economic growth and avoids excessive burdens on business.

Stakeholders are invited to submit their views on the regime’s effectiveness, the role of litigation funding, and the risk of speculative claims. The review will also consider findings from recent work, including the Civil Justice Council’s report on litigation funding.
