Oslo, 16 July 2025 — The Norwegian Competition Authority (NCA) has conditionally approved the merger of media monitoring firms Retriever and Infomedia under the newly formed Infomedia Retriever Holding. To address serious competition concerns, the parties must divest Infomedia Norge AS to an independent and approved buyer.
Retriever and Infomedia are the two largest providers of media monitoring, analysis, and archival services in Norway. Without remedies, the merger would have created a dominant player, significantly reducing competitive pressure in the market.
In response to the NCA’s findings, Infomedia Retriever Holding offered several commitments, including the sale of Infomedia Norge and the provision of transitional access to key agreements and rights to ensure that the divested business remains a viable competitor.
“This acquisition, as originally notified, would have substantially weakened competition in the Norwegian media monitoring market,” said Acting Director Vegard Aandal-Nilsen. “The remedies proposed and accepted are designed to maintain market dynamics and ensure continued customer choice.”
The divestment must be completed with a buyer approved by the NCA, and the authority emphasized that the buyer must be capable of sustaining Infomedia Norge as a fully operational business.
The merger process began with a share purchase agreement in June 2024 and was formally reviewed by the NCA starting January 2025. After issuing warnings of possible intervention in May, the authority accepted the proposed remedies in mid-July.
The approval is the latest in a series of conditional clearances by the NCA aimed at preserving effective competition in concentrated digital service markets.
