Norwegian Competition Authority Expands Disclosure Obligations in Key Markets

Oslo, January 10, 2025 – The Norwegian Competition Authority (NCA) has renewed disclosure obligations for major players in concentrated markets, including fuel, power, waste, newspapers, and laundry.

Effective January 1, 2025, the obligations have been extended for most companies previously subject to the requirement, with one addition: YX Norge will now be included in the fuel market category. Meanwhile, Plantasjen Norge AS is no longer subject to the obligation.

The disclosure obligation mandates that companies report all acquisitions, even those below the usual notification thresholds, for two years. This enables the NCA to monitor mergers that might escape traditional oversight but could still negatively impact competition by allowing dominant players to absorb smaller rivals.

Updated Disclosure Obligations (Effective January 1, 2025):

  • Fuel: Uno-X Mobility, St1 Norge AS, Certas Energy Norway AS, Circle K Norge AS, and YX Norge (new).
  • Power: Statkraft AS, Eviny AS, Skagerak Energi AS, Å Energi AS, and Hafslund Kraft AS.
  • Waste: Norwegian Recycling Norway AS.
  • Newspaper: Amedia AS, Polaris ASA, and Schibsted ASA.
  • Laundry: Nor Tekstil AS.

Additionally, companies in other sectors such as concrete, alarms, electric vehicle charging, and grocery markets remain under disclosure obligations until later dates, with grocery sector obligations extending through March 31, 2026.

The NCA emphasized the importance of these measures to protect consumers from rising prices and diminished competition. By tracking smaller, otherwise unreported mergers, the authority aims to prevent market consolidation that could harm consumer choices and lead to price increases.
