Romanian Authority Seeks Public Input on Bucharest Airports’ Commitments

The Romanian Competition Council has launched (26 November) a public consultation on commitments proposed by the National Company “Bucharest Airports” (NCBA) to address concerns over restricted market access for taxi aggregator applications at Henri Coandă International Airport.

The investigation revealed that only taxi companies’ apps could operate on airport touch screen terminals, excluding aggregator platforms offering broader transport options.

Under the proposed commitments, NCBA will ensure transparent, non-discriminatory access to all operators. Changes include opening touch screen terminal spaces to taxi aggregators and ride-sharing platforms and allocating spaces through competitive tenders, limiting each company to one terminal space per tender.

Public feedback on the commitments is invited until 24 December 2024, via email or post. After reviewing input, the Council may accept, modify, or reject the commitments. Non-compliance could result in fines of up to 10% of the NCBA’s turnover.
