UK Regulators Back National Payments Vision for Economic Growth

The Payment Systems Regulator (PSR), Financial Conduct Authority (FCA), and Bank of England have jointly (14 November) endorsed the Government’s recently unveiled National Payments Vision, which outlines a roadmap for bolstering the UK’s payments sector to promote economic growth, competition, and innovation.

In a joint statement issued on November 14, the three authorities expressed support for the Vision, calling it “a clear plan for a thriving payments sector in the UK.” The regulators committed to collaborating through the newly established Payments Vision Delivery Committee, which will oversee the implementation of initiatives aimed at modernizing payment infrastructure, enhancing regulatory clarity, and fostering competition.

The National Payments Vision, published this week, emphasizes creating a resilient and innovative payments ecosystem leveraging next-generation technologies, such as distributed ledgers and artificial intelligence. A key pillar of the strategy focuses on increasing consumer and business choice through seamless account-to-account payments and advancing Open Banking, while also ensuring robust protections against fraud and safeguarding users’ privacy.

The regulators noted the importance of working closely with stakeholders across the payments landscape, including financial service providers, merchants, and consumer groups, to deliver on the Vision’s ambitious objectives. Initiatives like upgrading the Faster Payments System and exploring a potential digital pound are among the priorities that will require collaborative efforts between public and private sectors.

By aligning their regulatory approaches and strengthening cooperation, the PSR, FCA, and Bank of England aim to help the UK maintain its global leadership in payments, ensuring an environment where innovation thrives, competition flourishes, and consumers benefit from secure and efficient payment options.
